Gentext/Remarks/1.  This is a Deputy Commandant, Combat Development
and Integration (DC CD&I) message.  This message announces the
fiscal year (FY) 2027 mission essential task/mission essential task
list (MET/METL), training management team (TMT), and training and
readiness (T&R) manual review working group (WG) battle rhythm in
support of service priorities and capabilities implementation.  This
message has been coordinated and developed with Deputy Commandant,
Training and Education (DC T&E), Training Standards Division (TSD).
Objective for FY27 reviews is in support of higher headquarters
guidance to ensure MET-based capabilities, manpower, training, and
equipment meets current and anticipated mission demands and adheres
to the deliberate three-year review cycle process.  MET/METL review
actions synchronize with unit mission statements and are aligned
with community of interest (COI) T&R manuals reviews.
2.  Per ref (a), all Marine Corps reporting organizations will use
Defense Readiness Reporting System (DRRS), the authoritative data
source system for readiness reporting and mission assessments, to
create and submit MET-based readiness reports.  The FY27 battle
rhythm provides policy and procedures for the development, review,
and validation of METs/METLs and T&R standards required to support
Marine Corps units, major subordinate commands, and supporting
establishments readiness reporting.
3.  Per refs (b) and (e), METL working groups will focus on
planning, synchronizing, and identifying necessary and evolving METs
associated to mission requirements, which correspond and align with
unit mission statements, tables of organization and equipment, and
COI T&R manuals.
4.  Per refs (c) and (d), ground and aviation T&R manuals will focus
on developing training standards that support the accomplishment of
Marine Corps warfighting capabilities and to determine
baseline/advanced standards that produce quantifiable outputs for
core and core plus METs.
5.  Per ref (f), DC CD&I and DC T&E are tasked with the
establishment and collaborative support of amphibious readiness as a
precept for all METL reviews.
5.a.  The amphibious readiness precept promulgates roles,
responsibilities, and processes necessary to make required
additions, deletions, and modifications to MET-based capabilities
and associated training requirements.  Review focus will highlight
any amphibious readiness, training, or other trends that better
informs follow-on T&R manual modifications or training decisions.
The precept is the working group’s scope of effort to address naval
integration.
5.b.  All METL working groups will apply amphibious readiness
precepts to align efforts across Fleet Marine Force organizations.
5.b.1.  Develop readiness standards by capturing individual tasks
enhanced to include water survival, vehicle egress, and shipboard
familiarization.
5.b.2.  Develop readiness standards by capturing staff tasks
enhanced to include amphibious and embarkation planning.
5.b.3.  Develop readiness standards by capturing collective tasks
enhanced to include ship-to-shore maneuver, naval fires, and
integration.
6.  Reporting organizations not listed within the FY27 schedule are
encouraged to contact the points of contact to determine
feasibility, scope, and forum for out-of-cycle MET/METL and T&R
manual reviews.
7.  Working group participation is critical for the successful
review and validation of warfighting capabilities, METLs, and T&R
standards.  Marine Corps principal advisor stakeholders are required
to provide lead action officers/subject matter experts (AO/SME) to
participate in pre, during, and post-WG development actions.
8.  Physical in-person MET/METL, T&R manual, and TMT reviews are
encouraged based on the community, classification, and organization,
but when feasible, virtual reviews can be conducted.  Changes to
unit mission requirements and mission statements will be addressed
at METL review WGs as required.  Dates and locations for reviews,
and solicitation for AO/SME participation for all reviews will be
published via separate correspondence (SEPCOR).  Any changes to the
dates identified within paragraphs 9.a through 9.i will be published
via SEPCOR.
