This MARADMIN solicits nominations for the Fiscal Year 2026 (FY26) Active Reserve (AR) Career Counselor of the Year Award (CCOY). 2. Background. Reference (a) established the AR CCOY Award to recognize Marines who demonstrate exceptional leadership, initiative, organizational proficiency, and dedication to enlisted retention. Nominees must have consistently performed at a level significantly above their peers and demonstrated measurable contributions that positively impacted their unit's command retention mission and overall mission accomplishment. 3. Reserve Affairs (RA) will conduct the FY26 AR CCOY Board at Headquarters, U.S. Marine Corps, on or about 22 October 2026. Applications must be submitted to CMC RA prior to 2359 Eastern Standard Time (EST) on 15 October 2026. Applications must be submitted via email to [email protected]. Applications submitted after the deadline established will not be considered by the board. Selection results will be announced via MARADMIN. 4. Nominations. Nominations must be endorsed by the first General Officer in the Marine’s chain of command. AR and Direct Affiliation Program (DAP) Career Counselors serving in valid career counselor billets are eligible for nomination. Each Major Subordinate Command (MSC) and Marine Expeditionary Force (MEF) may submit up to one nomination. 5. Criteria. Nominees must meet the following eligibility requirements. Waivers will not be considered. 5.a. Not have been previously awarded CCOY. 5.b. Hold PMOS 4821 and served in a valid AR or DAP Career Counselor billet for the entire fiscal year. 5.c. Must be a Sergeant or Staff Sergeant. 5.d. Must meet the established Body Composition Evaluation (BCE) standards. 5.e. Must have a first-class Physical Fitness Test (PFT) and Combat Fitness Test (CFT). 5.f. Must be Professional Military Education (PME) complete for current grade. 5.g. Must have undergone a Staff Assist Visit (SAV) inspection or Commanding General Readiness Inspection (CGRI) from an MSC or MEF Career Counselor and received a mission capable rating within the previous 12 months. Marines serving in a capacity without an inspection requirement shall complete a modified SAV inspection or CGRI from an MSC or MEF Career Counselor to receive a competitive consideration. 5.h. Must meet all reenlistment pre-requisites per reference (a). 6. Submission Requirements. Nomination packages must include the following: 6.a. A General officer endorsement is required and shall be submitted via Naval Letter or NAVMC 11537. 6.b. Command Nomination Letter. 6.c. AR CCOY Checklist. 6.d. AR CCOY Data Sheet. 6.e. One-page autobiography. 6.f. Copies of administrative remarks (Pages 11, 12 and 13) and unit punishment book entries, if applicable. 6.g. Career Planning Program 1040 Inspector General Checklist. 6.h. Award recommendation, as outlined in paragraph 9. 7. Required forms and document templates are available for downloading in TFRS. 8. Per reference (c), Sergeants and Staff Sergeants are eligible for selection as the AR Career Counselor of the Year. If the selected FY26 AR CCOY award is a Sergeant, this Marine will be eligible for meritorious promotion. 9. Award Recommendation. Commands will initiate a Navy and Marine Corps Commendation Medal in the HQMC awards processing system. The first sentence of the Summary of Action will read: “Nominee for Active Reserve Career Counselor of the Year for Fiscal Year 2026.” A complete award package, including the NAVMC 1650, Summary of Action, and citation, will be included in the nomination package. 10. Per reference (c), only the AR CCOY will be meritoriously promoted. 11. Awards. The FY26 AR CCOY will receive a Navy and Marine Corps Commendation Medal, and the runner-up will receive a Navy and Marine Corps Achievement Medal, presented by the Director, Reserve Affairs Division. 12.
