This MARADMIN is published to clarify the requirements for attainment of the 1169 Utilities Chief Primary Military Occupational Specialty (PMOS) per reference (a) and promotion requirements per reference (b) for Active Duty and Reserve Component Gunnery Sergeants in the Utilities Occupational Field. 2. According to reference (a), Utilities Gunnery Sergeants must successfully complete the Utilities Chief Course (UCC) (Course ID M0311E2) to be awarded the 1169 PMOS. Utilities Staff Sergeants are eligible and highly encouraged to attend UCC to increase technical proficiency and enhance competitiveness for promotion. 3. In accordance with reference (b), Gunnery Sergeants who are in zone for promotion and have not obtained the 1169 PMOS are not eligible for promotion consideration and will not be included in the promotion board population. 4. Ensuring Utilities Senior Enlisted Leaders are fully trained is critical to maintaining Fleet Marine Force (FMF) readiness. Formal education through the UCC provides the advanced technical expertise necessary to mitigate operational risks, prevent equipment degradation, and ensure strict adherence to safety protocols during complex tactical operations. 5. Manpower and Reserve Affairs (M&RA), Training and Education (TECOM), and the Utilities Occupational Field Manager work in concert to ensure that PMOS producing schools provide sufficient school seats necessary for promotion allocations, and that all structure requirements are aligned to meet the needs of the FMF. Career Counselors and unit leaders will counsel all affected Gunnery Sergeants and eligible Staff Sergeants on these requirements. Commanders play a critical role in prioritizing Gunnery Sergeants for the UCC to prevent promotion board exclusion and ensure the technical proficiency required to reduce mission hazards, maintain equipment longevity, and enforce safety compliance. 6.
