Purpose. This MARADMIN announces the realignment of Marine Corps Joint Training Exercise and Evaluation Program (JTEEP) responsibilities among Deputy Commandant for Training and Education (DC T&E), Deputy Commandant for Plans, Policies and Operations (DC PP&O), and Deputy Commandant for Programs and Resources (DC P&R), and establishes interim roles and responsibilities pending publication of Service policy. 2. Background. 2.a. Organizational changes, including the transition of Commanding General, Training and Education Command (CG TECOM) to Deputy Commandant for Training and Education (DC T&E), necessitate clarification of Service-level JTEEP governance, responsibilities, and processes. During staffing of draft Marine Corps Order (MCO) 3502.15, USMC Participation in the Joint Training Exercise and Evaluation Program (JTEEP), Service-level responsibilities were evaluated. A Memorandum of Understanding (MOU) signed by all parties on 17 August 2026 formalized alignment of JTEEP responsibilities and resources among DC T&E, DC PP&O, and DC P&R and established conditions for development of enduring Service policy. 2.b. Consistent with the MOU, structure, Full-Time Equivalent (FTE), and associated funding supporting Service Incremental Funding (SIF), Joint Exercise Transportation Program (JETP), and Large-Scale Global Exercise (LSGE) execution are realigned from DC PP&O to DC T&E. This realignment centralizes JTEEP program management and governance under DC T&E while retaining established force-sourcing and Service-level fiscal responsibilities within DC PP&O and DC P&R, respectively. 3. Scope. This realignment covers Service responsibilities for the management and execution of Joint Staff funds used in support of Combatant Command joint training and integrated campaigning. This specifically includes SIF, JETP, and LSGE funding. The realignment also addresses associated Joint National Training Capability (JNTC) responsibilities identified in the MOU. 4. Functions and Responsibilities. 4.a. Deputy Commandant for Training and Education (DC T&E). DC T&E is designated as the Service lead for JTEEP program management and governance. Responsibilities include: 4.a.1. Execute Service-wide JTEEP policies, procedures, and mandated reporting requirements. 4.a.2. Serve as the principal Marine Corps representative across JTEEP governance forums. 4.a.3. Develop and integrate Marine Corps inputs for JTEEP SIF, JETP, LSGE, and JNTC Program Objective Memorandum (POM) processes. 4.a.4. Maintain Service-level programmatic oversight of JTEEP requirements, prioritization, coordination, execution monitoring, and post-execution assessment. 4.a.5. Coordinate with Joint Staff J-7 and appropriate Marine Corps stakeholders to support effective execution and reconciliation of JTEEP funding. 4.b. Deputy Commandant for Plans, Policies and Operations (DC PP&O). Responsibilities include: 4.b.1. Continue providing Marine Corps sourcing solutions for Combatant Command joint training and Marine Corps and/or United States Special Operations Command JNTC exercises. 4.b.2. Coordinate with DC T&E on force-sourcing matters affecting Marine Corps participation in JTEEP-supported joint training and exercises. 4.c. Deputy Commandant for Programs and Resources (DC P&R). Responsibilities include: 4.c.1. Provide Service-level fiscal policy guidance, financial management support, and financial system interfaces necessary to enable execution of Joint Staff-provided funding. 4.c.2. Perform applicable Service-level comptroller and funds-distribution functions for JTEEP funding consistent with established fiscal authorities, policy, and procedures. 4.c.3. Support DC T&E with financial reconciliation, accounting compliance, and required fiscal reporting for JTEEP activities. 4.c.4. Coordinate with DC T&E to facilitate timely distribution, execution, accounting, and reconciliation of JTEEP funds. 5. Execution and Governance. 5.a. DC T&E retains Service-level programmatic oversight and governance of JTEEP, including requirements development, prioritization, program coordination, execution monitoring, and representation to Joint Staff J-7. 5.b. DC PP&O retains responsibility for applicable Marine Corps force-sourcing functions in support of Combatant Command joint training and Marine Corps and/or United States Special Operations Command JNTC exercises. 5.c. DC P&R retains Service-level fiscal policy, comptroller, funds-distribution, accounting, and financial system responsibilities consistent with established authorities. 5.d. DC T&E, DC PP&O, and DC P&R will coordinate actions necessary to ensure effective JTEEP program execution. The alignment established by this MARADMIN does not transfer statutory, regulatory, or inherently governmental authorities assigned to another organization. 6. This MARADMIN remains in effect until superseded by approved Service policy. 7. Release authorized by Lieutenant General T. B.
