The monthly promotion authority for Noncommissioned Officer (NCO) promotion Marine Administrative Message (MARADMIN) will no longer be released. This MARADMIN supersedes the monthly publication and establishes the annual guidance and procedures for NCO promotions for the applicable fiscal year. Commands are to utilize MCO P1400.32D W/ CH2 as reference when creating promotion warrants. 2. MCO P1400.32D W/ CH2 is the promotion authority for all Lance Corporals (LCpls) and Corporals (Cpls) of the United States Marine Corps Reserves (USMCR) to include Active Reserve (AR), Selected Marine Corps Reserve (SMCR), and Individual Ready Reserve (IRR) effective 1 October 2026 promotions. 3. Cutting scores will be available in the Marine Corps Total Force System (MCTFS) after each month’s select grades post. Commands shall maintain the applicable month’s cutting scores for future reference. These scores can be located on the Enlisted Promotions website and the Marine Corps Total Force System. 4. For additional details regarding requirements related to Viewing Cutoff Scores in MCTFS, Time in Grade and Time in Service, Professional Military Education, Commander Responsibilities, and the Junior Remedial Process, visit the Enlisted Promotions website at: https://www.manpower.marines.mil → “Manpower Management” → “Performance Branch” → “Promotion Section” → “Enlisted Promotions” → “Sergeants and Below Promotions.” 5. References (a) and (b) set forth guidance and instructions for effecting promotions of LCpls and Cpls of the USMCR who meet the promotion criteria. 5.a. The effective dates and record cutoff dates for FY27 are established as follows: Promotion Effective Date Record Cutoff Date 1 October 2026 31 August 2026 1 January 2027 30 November 2026 1 April 2027 28 February 2027 1 July 2027 31 May 2027 5.b. USMCR promotions for each quarter will be effective on the first day of the month for October, January, April, and July, with the corresponding date of rank equal to the effective date. A Marines JEPES score for consideration will be determined by the record cutoff date of the preceding month. Example, for the October 2026 promotion month, the effective date and date of rank will be 1 October 2026. The corresponding record cutoff date will be 31 August 2026. 6.
